In this briefing, Mr. Arnold will provide an update on the panel’s forthcoming report, focusing on the most recent trends in DPRK proliferation financing.
The UN Panel of Experts on North Korea was set up to monitor the implementation of UN sanctions on North Korea, and the panel’s bi-annual reports provide an unprecedented insight into sanctions evasion techniques and the ability of UN member states and the private sector to implement sanctions on North Korea.
Aaron Arnold, Before joining the Panel in 2019, Mr. Arnold was a fellow with the Project on Managing the Atom at Harvard’s Belfer Center for Science and International Affairs, where his research focused on sanctions and WMD counter-proliferation policy. Mr. Arnold also spent more than a decade as a non-proliferation and counter-proliferation subject matter expert at the U.S. Department of Defense and U.S. Justice Department, where he specialized in WMD counter-proliferation investigations and operations, with an emphasis on threat finance and sanctions evasion.
