The Hanoi summit was not the breakthrough that South Korea wanted. The talks with North Korea have stalled even as tension has increased between the U.S. and China, placing South Korea in a challenging position as Moon Jae-in struggles to break the stalemate between Donald Trump and Kim Jong Un.
