The Committee on Human Rights in North Korea will host a discussion with Roberta Cohen, Thomas Barker, and Greg Scarlatoiu to discuss North Korean refugee issues. The three presenters will conduct a quick overview of the North Korean refugee crisis including their refoulement to North Korea, the China angle as well as the applicability of the 1951 UN Convention Relating to the Status of Refugees and its 1967 additional protocol. The speakers will address the U.S. North Korean Human Rights Act, the status of North Korean refugees in the United States, and challenges faced throughout their resettlement process. The presenters will discuss the status of former North Koreans in South Korea, including challenges faced during the naturalization process and the current South Korean government’s stance on escapee activists and human rights groups. The speakers will debate the impact of the North Korean regime’s COVID “ultra-lockdown” on those who attempt to escape.
