The United States and South Korea failed to conclude a new special measures agreement (SMA) on cost sharing when the current agreement expired at the end of 2019. It looked as though an agreement would be reached in late March, but the United States ultimately declined South Korea’s offer and proceeded with furloughing thousands of South Koreans that work for U.S. Forces Korea.
