The report effectively functions as Kim Jong Un's 2020 New Year Address, substituting for the major annual speech. The WPK Plenum meeting was a multi-day event held in the final days of 2019; in the weeks and months prior to the Plenum, North Korean officials had warned of taking "a new path" if negotiations with the U.S. did not make progress by the end of 2019.

The DPRK Constitution, as revised by the Supreme People's Assembly in 2019 and translated by the North Korean government. Pyongyang, April 21 (KCNA) -- The Third Plenary Meeting of the Seventh Central Committee of the Workers' Party of Korea took place in Pyongyang on April 20.

Kim Jong Un, chairman of the WPK, guided the plenary meeting.

Attending the meeting were Presidium members, members and alternate members of the Political Bureau of the Central Committee of the WPK and members and alternate members of the C.C., WPK and members of the Central Auditing Commission of the WPK.
