Senators John Kerry and Jon Kyl offered two competing amendments to the Senate version of the 2012 Farm Bill. Kerry's amendment, adopted by a vote of 59-40, would prohibit title II assistance from the Food for Peace program going to North Korea unless authorized by a presidential waiver. Kyl's amendment, which failed 43-56, would ban such assistance to North Korea, and would not allow for a waiver.
