This report, published on January 17, 2009, is "submitted pursuant to Secion 107(d) of the North Korean Human Rights Act of 2004, as ammended." It is the final report submitted by the first Special Envoy for North Korean Human Rights, Jay Lefkowitz, and contains his assessment of "the current situation in North Korea as it pertains to human rights." It also "recounts progress and impediments to acheiving the mandate given to" Mr. Lefkowitz and contains his suggestions for future policies and programs.
